Dmitry Polyakov was born in Kazan. Graduated from Kazan State Ulyanov-Lenin University with a diploma in Mechanics, major mechanics, applied mathematics (1993); Academy of Management "TISBI" with a degree in Economics, Bachelor of Economics.
1993 to 1995, - a laboratory assistant and a junior researcher at Chebotarev Research Institute of Mathematics and Mechanics.
1995 to 1996, - a full–time postgraduate student at the V.I. Ulyanov-Lenin Moscow State University.
1995 to 1999, he served in the internal affairs bodies of the Ministry of Internal Affairs of the Republic of Tatarstan.
09.1999 to 05.2001 - a system engineer at the Computer center of the Tatar Institute for Promotion of Business (TISBI).
06.2001 to 09.2002 – Deputy Director of the TISBI Information Technology Center.
10.2002 to 05.2012 - Director of the Information Technology Center of the TISBI University of Management.
05.04.2012 to 08.2016 – Vice-Rector for Academic Affairs of the University of Management TISBI.
09.01.2016 to 04.11.2022 – First Vice–Rector of the University of Management TISBI.
04.12.2022 – Rector of the University of Management "TISBI".
He is the co-author of the unique software complexes "Organization of asynchronous Distance Learning at TISBI" and "Integrated University Management System (ISU University)". Certificates ROSPATENT No. 2002610131 dated 02/04/2002, No. 2002620069 dated 05/15/2002, ROSPATENT Certificate No. 2004610749 dated 03/24/2004. The ISU University complex has been approved and recommended by Rosobrnadzor of the Ministry of Science and Education of the Russian Federation for implementation in Russian universities
Awards:
He has been awarded the title of "Honorary Worker of Higher Professional Education of the Russian Federation" (2011), the badge of the Kazan City Hall for "Excellent Work in Kazan" (2017), Gratitude from the Cabinet of Ministers of the Republic of Tatarstan (2017), and a Letter of Thanks from State Duma of the of the eighth convocation of the Federal Assembly of the Russian Federation Deputy Smolin (2022).
