At present the Human Rights Council of the United Nations
is developing the project of the international contract on regulation
of activity of the private military enterprises and on protection of human
rights in connection with their activity.
Last winter the U.N. High Commissioner for Human Rights
directed to the Chair of Constitutional and International Law of the Academy
of Management "TISBI" the invitation to represent itself as
the expert on preparation of this convention. Our expert opinion was sent
to the United Nations in January, 2010. As the next sessions of Human
Rights Council showed, proposals of the expert opinion the Chair of Constitutional
and International Law of the Academy of Management "TISBI" have
been considered in detail at sessions of the working group on preparation
of the convention, and number of them has been accepted.
The Academy of Management "TISBI" became an
expert institution on elaboration of this international contract alongside
with the European University in Florence (Italy), King's College London
(Great Britain), University of Ottawa (Canada) and other large scientific
institutions of the world.
The Chair of Constitutional and International Law of
the Academy of Management "TISBI" carries out deep scientific
researches in the field of international protection of human rights and
international law of military conflicts, as well as special courses on
these disciplines are given; at the magistracy programs these subjects
are specified and taught on a deeper level. All this allows to the Chair
and the Academy to act in these fields on the international level equally
with the largest universities of the world.
